Chapter OneGeneral Rules

  1.  In order to promote international cooperation and exchanges, push forward the internationalization process, improve the international awareness of our university, and standardize the management of foreign students in our university, according to relevant laws and regulations such as the Education Law of the People’s Republic of China, the Administrative Law of the People’s Republic of China on Entry and Exit of Foreigners, the Administrative Regulations on Accepting Foreign Students in Institutions of Higher Education, and the Measures for the Trial Implementation of Awarding Chinese Degrees to Foreign Students in China by General Institutions of Higher Education, and combining with the actual situations of our university, this regulation is made.

  2.  The WTBU is an institution of higher education with the qualification to enroll foreign students approved by the Ministry of Education. The disciplines and majors of the university entitled to award bachelor degree may enroll and cultivate foreign students on the premise of confidentiality.

Chapter TwoManagement System

  1.  Conforming to the regulations of higher authorities, the International Cooperation & Exchange Division (College of International Education and New Silk Road International College) of the university shall be responsible for the management of foreign students. Foreign students are an important part of students of our university, each relevant department of the university shall be obliged and responsible to integrate the cultivation and education of foreign students into the overall planning of the department. In the cultivation and education of foreign students, the policy of “control the scale, improve the level, ensure the quality and standardize the management” shall be adhered to.

  2.   The International Cooperation & Exchange Division (College of International Education and New Silk Road International College) shall, according to relevant regulations of the State, establish and complete foreign student management system, make Foreign Student Handbook, and carry out macro-management, guidance and coordination on the foreign student work of our university.

  3.  Specific working instructions of the College of International Education and New Silk Road International College are as follows:

    1.  The reception of foreign students;

    2.  To negotiate with the International Cooperation & Exchange Division to determine the admission list of foreign students;

    3.  Under the assistance of the International Cooperation & Exchange Division, to handle the admission of foreign students and the visa procedures to China;

    4.  The management, coordination and arrangement of each specific affairs in the entering of foreign students;

    5.  Specific implementation of Chinese language teaching and reception for foreign teachers coming to China;

    6.  Daily teaching organization and foreign affairs management for foreign students;

    7.  Organization and arrangement of various activities for foreign students;

    8.  Arrangement and management of accommodation for foreign students;

    9.  To issue Graduation (Completion) Certificate to foreign students according to regulations of the higher authorities;

    10.  Overall arrangement of the apartment, teaching and experimental site and facilities for foreign students;

    11.  To cooperate with the library to provide foreign students with services such as book borrowing and information retrieval;

    12.  To guide foreign students to enjoy the same medical services as Chinese students at their own expenses;

    13.  To assist the security department with the security of foreign students, including checking the equipping of anti-thief and fireproofing facilities; to assist the provincial Foreign Affairs Office and Exit and Enter Administration Bureau of the provincial and municipal Public Security Bureau with handling various foreign-related cases according to law;

    14.  Other matters not covered herein shall be settled by the International Cooperation & Exchange Division (College of International Education and New Silk Road International College) through consultation with relevant departments.

 Chapter ThreeWorking Procedure

  1. Student Admissions

  1.  The university shall organize each relevant department to make foreign student admissions directory, determine the majors can recruit foreign students and the teachers; the Educational Administration Department shall direct and each faculty and International Cooperation & Exchange Division shall assist with, the personalized training program for foreign students, which shall be discussed and confirmed by the International Cooperation & Exchange Division with foreign universities.

  2.  College of International Education and New Silk Road International College shall, according to the requirements of foreign universities, make admission plan and implement cultivation jointly with Department of admission and employment, Academic Affairs Department and faculties. College of International Education and New Silk Road International College shall, after checking students’ application materials, determine admission list and make a file. College of International Education and New Silk Road International College shall, with the assistant of International Cooperation & Exchange Division, send letter of admission and handle visa procedures of foreign students.

  1. Teaching Management

  1.  Teaching is the key link of cultivation of foreign students. It shall, according to the educational system of China and the teaching plan of our university, combining with the actual situation of foreign students, arrange teaching, strengthen teaching research, improve teaching approach, and enhance teaching quality. For study of foreign students, it shall not only be treated strictly, but also be taken care of their difficulties and characteristics. If necessary, courses and contents can be added or reduced, or separate class can be opened to make sure that they learn real skills.

  2.  Foreign students coming to study in China, shall learn both Chinese language and professional courses. Elementary Chinese language courses shall be included within the period of professional course.

  3.  Foreign students must attend the studying of courses specified in the cultivation plan of the university and various educational teaching links (hereinafter referred to as the “Courses”) and various activities specified by the university. The teacher must retain the attendance record of the foreign students and report it to the university for filing.

  4.  Each faculty shall organize foreign students to participate in some recreational and sports activities that may help with understanding Chinese society and history and culture, or be good for physical and mental health. Chinese and foreign students are encouraged to jointly participate in various sports competitions and cultural and artistic activities organized by the university.

  5.  In principle, the university will give foreign students equal treatment with the domestic students, such as borrowing books, newspapers, documents and materials according to the regulations. For relevant borrowing regulation, please visit The WTBU library network. Students using the data of historical archives of China due to major demand, shall handle application procedure one month in advance according to the procedures regulated by national archives. For photocopies of foreign books and data, except for those confidential books and periodicals and data that are indicated not allowed to be read by foreigners when photocopying and issuing, foreign students may borrow to read inside the library, but may not make a copy.

  1. Student status Management

  1.  Foreign students shall apply for the visa within the specified time and timely send it to College of International Education and New Silk Road International College for filing and complete the registration procedures on time. Anyone who is not able to register as scheduled, shall state sufficient reasons in writing to ask for leave from College of International Education and New Silk Road International College of our university. Generally, the leave of absence shall not exceed two weeks. Anyone who fails to ask for leave or fails to register two weeks after the leave is overdue, shall be deemed as having waived the qualification of admission, except for special reasons such as force majeure.

  2.  Upon admission of a new student, the university shall, within three months, review the admission qualification and health status of him in accordance with relevant national regulations on the enrollment of foreign students. Those who have complete formalities and have passed the review shall be allowed to enroll; those who fail the review will be managed by the university as the case may be.

  3.  College of International Education and New Silk Road International College shall organize and implement each teaching link in coordination with the Academic Affairs Department and Faculties according to the cultivation plan; and provide comments and suggestions on the learning situation of foreign students during their study, no less than once a semester.

  4.  Foreign students shall be managed according to the student status management regulations of the university. For foreign students who have excellent academic performance and outstanding contributions, shall be given oral or written praise and awarded prizes or certificates. For students who violate university regulations or other relevant regulations, shall be given punishments such as warning, severe warning, demerit recording, academic probation, de-registration and expulsion. The decision of rewards and punishments shall, besides been announced to the party involved, be informed by the university in writing to relevant embassies and consulates stationed in China or dispatching units.

  5.  Foreign students who complete their studies on schedule and pass the examination will be issued a graduation (completion) certificate by the university. Those who drop out will only be issued a certificate of advanced study indicating the length of study according to relevant regulations.

  1. Daily and Foreign Affairs Management

  1.  The accommodation of foreign students shall be uniformly arranged and management by the College of International Education and New Silk Road International College. Students shall not live outside the apartment without justified reasons. Those who do have special reasons, shall submit a written application in person and only live outside with the approval of relevant leaders of the university.

  2.  The Management Department of foreign students building shall cooperate with the university to do well in foreign affairs management advertisement for foreign students and strengthen the safety management of property and fire control in the dormitory.

  3.  The punishment of discipline violation of foreign students shall be handled by College of International Education with reference to the Regulations on Student Management of The WTBU; other punishments of discipline violation shall be handled with reference to the Administrative measures on Punishment of Discipline Violation of Students of The WTBU.

  4.  Foreign students who cannot continue studying due to illness or other reasons shall go through the leave procedures. Leave of foreign students shall be approved by the university and reported to the Administrative Department of Foreign Students. After the expiry of leave, a report back must be submitted to the university in time. Leave related materials shall be kept for reference.

  5.  Those who absent without leave of absence or approval of leave shall be deemed and treated as absenteeism. The university shall inform the Management Department of Foreign Students of foreign students who absent in time and give from criticism and education to reporting to relevant functional departments to give disciplinary punishment as the case may be.

  6.  Foreign students shall be on holiday according to China’s legal holidays and university regulation, but not the holidays of the country where the foreign students come from.

  7.  The foreign affair management and education on foreign students shall be done jointly with local Public Security Bureau according to relevant foreign affair regulations of China to reduce or eradicate the occurrence of foreign cases. For unexpected events, shall be handled in accordance with the Emergency Plan for Expected Events of Foreign Students.

  8.  College of International Education, New Silk Road International College shall, together with each faculty and department, establish a confidentiality reminder system for foreign students in accordance with relevant national confidentiality laws and regulations. Each faculty shall do well in the confidentiality work of foreign students in accordance with the regulations.

  9.  Foreign students shall always be careful with the term of validity of their passport and residence permit. In case of the expiry of passport, they shall apply to the embassies (consulates) of their country stationed in China for passport extension one month in advance. In case of requirements of extension or change of residence permit, they shall go to the College of International Education and New Silk Road International College in person to fill the application form, and go to the “Entry and Exit Administration Bureau of Wuhan Public Security Bureau” for procedures one week in advance. Those who fail to do so within the time limit will be treated by the “Entry and Exit Administration Bureau of Wuhan Public Security Bureau” according to relevant regulations.

  10.  Foreign student shall apply for residence permit within 30 days after entry. The College of International Education and New Silk Road International College shall handle the application or extension procedure of residence permit on behalf of all foreign student within the prescribed time at the beginning of each semester. If it’s out of the prescribed time, the foreign students shall go to the “Entry and Exit Administration Bureau of Wuhan Public Security Bureau” in person to do so.

  11.  In case of loss of passport, shall immediately report to the local police station, and apply to the “Entry and Exit Administration Bureau of Wuhan Public Security Bureau” for Passport Loss Report Certificate, then apply to the embassies (consulates) stationed in China for new passport. After receiving the new passport, must go to the “Entry and Exit Administration Bureau of Wuhan Public Security Bureau” to apply for residence permit as soon as possible.

  1. Payment of Tuition Fee

 College of International Education and New Silk Road International College shall, according to specific student categories of higher education in Hubei Province and Wuhan City, assist foreign students with payment of tuition fee and lodging fee to relevant department and issuance of payment receipts.

  1.  This regulation shall come into force from March 01, 2017, and interpreted by the International Cooperation & Exchange Division (College of International Education and New Silk Road International College).
